Why this is the answer

The Cruising Altitudes Order (CAR 602.34) governs VFR level cruise above 3,000 feet AGL; below that height the hemispheric altitude rule does not apply. So 3,000 ft AGL is the threshold at which a VFR aircraft must conform to the appropriate cruising altitude.
