Why this is the answer

A CYR designator marks Class F restricted airspace. Under CAR 601.04, flight through active restricted airspace is permitted only with permission from the user agency that controls it (TC AIM-RAC, Class F). It is not limited to military or IFR traffic, and radio/transponder fit alone doesn't grant entry.
