Except for balloons and as provided by CARs, no person shall cause any aircraft to take off or attempt to take off from, land on or attempt to land on, any surface within the built-up area of any city or town unless

  1. Athe aircraft is multi-engined.
  2. Ball obstacles on approach and departure can be cleared by a minimum of 500 ft.
  3. Cthat surface is an airport or military aerodrome.Correct answer
  4. Dnoise abatement procedures are followed.

Why this is the answer

CAR 602.13 prohibits taking off from or landing on any surface within a city or town's built-up area unless that surface is an airport or a military aerodrome (balloons excepted). Being multi-engine, clearing obstacles by 500 ft, or following noise procedures does not authorize it.
