Why this is the answer

In VFR flight within controlled airspace you must stay at least 500 feet vertically and 1 mile horizontally from cloud (CAR 602.114(c)). Don't confuse this with the uncontrolled-airspace figure of 500 feet and 2,000 feet horizontally.
