Why this is the answer

"Simultaneous operations" on intersecting runways means LAHSO is in use, so you could be cleared to land and hold short of the intersecting runway (TC AIM-RAC, Operations on Intersecting Runways). It does not authorize taking off over another aircraft, and the runways intersect rather than being parallel.
