Why this is the answer
An inadvertent ELT signal still launches SAR resources, so any accidental activation must be reported to the nearest ATS unit (TC AIM-SAR / CAR 605.40) so the alert can be cancelled. Reporting to an airport manager or the RCMP doesn't reach the SAR system.
