When instructed to continue an approach to a runway which is clear of traffic, what action should the pilot take if no landing clearance is received?
Why this is the answer
If no landing clearance has been received, the pilot must request it (TC AIM-RAC, Landing Clearance). Continuing an approach to a clear runway is not authorization to land, so the pilot asks rather than circling or landing uncleared.
