When an arriving aircraft is cleared “to the circuit”, the pilot should interpret this to mean join the circuit
Why this is the answer
Cleared 'to the circuit' means join on the downwind leg at circuit height (TC AIM-RAC, Initial Clearance). It does not authorize a straight-in or a base-leg entry.
