Why this is the answer

Per CAR 602.70 (definition), the 'responsible person' for a flight itinerary is an individual who has agreed to notify the authorities (ATS, CARS or an RCC) if the aircraft becomes overdue. Age, licensing, or agreeing to report the arrival are not the defining criterion.
