Where a VFR flight plan has been filed, an arrival report must be filed by the pilot

Why this is the answer

Per CAR 602.77, when a VFR flight plan has been filed the pilot files the arrival report by advising an ATS unit (or closing the plan). Closure is not automatic at a control tower for VFR, so the pilot must actively report the arrival to avoid an unnecessary SAR launch.
