Why this is the answer

Per CAR 602.19(2)(d), a power-driven heavier-than-air aircraft must give way to any aircraft seen towing gliders or other objects, so the tow aircraft holds the right of way. Size or engine type doesn't grant priority — the jet-airliner trap is wrong.
