Two aircraft are on approach to land, the aircraft at the higher altitude shall

Why this is the answer

Per CAR 602.19(8), an aircraft approaching to land must give way to any aircraft at a lower altitude also approaching to land, so the higher aircraft yields. It must not cut in front of the lower one on final.
