If all or part of an ATC clearance is unacceptable, a pilot should

  1. Acomply as best as possible under the circumstances.
  2. Brefuse the clearance without giving a reason for refusal.
  3. Cacknowledge the clearance and read back only the acceptable parts.
  4. Drefuse the clearance and inform ATC of their intentions.Correct answer

Why this is the answer

A clearance is an offer the PIC may decline (CAR 602.31). If any part is unacceptable, refuse it and tell ATC what you intend to do instead, so they can issue an amended clearance. Partial read-back of "only the acceptable parts" leaves ATC with a false picture.
