An ATC instruction

  1. Amust be complied with when received by the pilot providing the safety of the aircraft is not jeopardized.Correct answer
  2. Bmust be ‘read back’ in full to the controller and confirmed before becoming effective.
  3. Cis in effect advice provided by ATC and does not require acceptance or formal acknowledgement by the pilot concerned.
  4. Dis the same as an ATC clearance.

Why this is the answer

An ATC instruction (e.g. "taxi to runway 27") must be complied with and acknowledged once received, but CAR 602.31(1) does not override the PIC's overriding duty for safety — you comply provided the safety of the aircraft is not jeopardized. It is directive, not mere advice, and is distinct from a clearance.
