A dry standard wind direction indicator when horizontal indicates a wind speed of at least
Why this is the answer
A standard windsock is calibrated to stand fully horizontal in roughly a 15-kt wind, so a dry, horizontal cone signals at least 15 kt. The lower speeds let the sock droop rather than extend straight out.
