Wake turbulence caused by a departing large aeroplane begins
Why this is the answer
Per TC AIM-AIR (Wake Turbulence / Vortex Characteristics), vortex generation starts at rotation, when the wing begins producing lift, and ends at touchdown. Before rotation the wing is not yet developing the lift that sheds the vortices.
