  1. Afastened securely in a seat by means of a safety belt.
  2. Bheld securely in the arms of the responsible an adult person whose safety belt shall be fastened.Correct answer

Why this is the answer

Per the CARs, when belts are ordered fastened and no child-restraint system is provided, the infant is held securely in the arms of a responsible adult whose own safety belt is fastened. Fastening one belt around both is unsafe and not permitted.
