  3. Can aircraft is missing or completely inaccessible.

Why this is the answer

All of the listed conditions — a serious or fatal injury from contact with the aircraft, damage requiring major repair or replacement, and an aircraft missing or inaccessible — are reportable accidents to the TSB (TC AIM-GEN). Any one of them triggers the requirement.
